The study found out public procurement has an effect on service delivery, public procurement doesntt help to direct resources to the right beneficiaries, resources of the District are not distributed basing on the set policies and procedures and Accounting Officer remains with due responsibility on all matters concerning receiving & reporting of government funds, lastly different procurement roles are appropriately assigned to different personnel during Procurement process. A number of factors were found to be affecting service delivery in Mubende district local government and these include the following among other factors; corruption, poor communication with communities, timing of service delivery.
