It is a long held belief that the greatest area of waste, corruption and misappropriation in the public sector is on procuremen t and contract management. These executive excesses are largely a tribute ted to lack of proper regulation and adequate control. This research is designed to look into the issue. The en tire resea rch work wa s focu sed on the effect of the govern men t due  process policy on public procuremen t and con tract management using Small and Medium Enterprises Development Agency (SMEDAN) as case study. The research delved into review of variou s literature by different authors and scholars to the procurement function and its objectives; tendering and its methods; bid evaluation and procedure res; the Federal govern men t's due process policy and the issues of ethics and professional conduct expected of those charged with the responsibility of handling public expenditure. The researcher used structured questionnaires as well as oral in interviews with the employees in the selected organ za tonis as a primary mean s for data gathering and Textbooks, Cases,  newspaper, magazines, Journals etc as secondary data sources. The research methodology deals with the population, the sample size, and the instrument used for data collection. The simple percentage method and the Chi- Square (>l) are the statistical techniques used in analyzing the data. Relevant data from questionnaire administered were analysed, summarily discussed and findings recalled The result reveal ed that there is a strong link between effective procurement management and the Federal government due process policy. The researcher concluded on his findings and made some important recommendations.
