BACKGROUND OF THE STUDY

Nigeria has witnessed an unprecedented plaque of crisis and insecurity, each leading to loss of lives and destruction of properties. According to Ezeoha (2011) in “Causes and effects of insecurity in Nigeria”, security means stability and continuity of livelihood, predictability of relationships, feeling safe and belonging to a social group. Internal security can be envisaged as the act of keeping peace within the borders of a sovereign state or other self-governing territories. This is done generally by upholding the national law and defending against internal security threats. There can be no development without security. The nonconventional conception of security lays emphasis on human security. Security according to Fayeye (2011) is the maturation of the structures and processes that can engender and guarantee political space and sufficient conditions for the realization of among other things, personal, group or national aspirations. Thus, security means much more than the absence of conflict.

1.2 STATEMENT OF THE PROBLEM

Several Nigerian governments in the past had spent billions of dollars to ensure peace and security in the country, thereby making the defense budgets of the country bigger than other vital sectors. While some of these monies ended in private pockets, the present government in Nigeria currently combating corruption, crime and economic despondency has shown improvement in addressing insecurity issues. However, their best efforts are grossly inadequate. Also, the civil societies, aided by indigenous philanthropists in the country are doing everything they can to ensure peace and stability of the country. However, in terms of peace, Nigeria was scored very low in the 2016 Global Peace Index and rated same with other countries such as Libya, Sudan, Iraq, Yemen, and other war torn countries.

The question here is how can The Nigerian Government show more bravery and increase its capacity to engage in lasting peace building in the age of violent extremism and guerilla warfare? How can they address the challenges incapacitating their activities? How best can they contribute to peace building in Nigeria? How can government use the instrument of good governance to achieve peace and security in the country?
