ABSTRACT Early February {2007}, the government of Uganda through the ministry of education introduced the teaching in local languages to all pupils of lower primary in the whole country though a circular {ADM/48/315/07} which was addressed to all district education officers and head teachers of primary schools. Following the policy, schools in Bulamagi sub-county started teaching in local language much as little was done to assess its impact on the academic performance of children. This study was meant to investigate the impact of teachings in local languages on the academic performance of pupils. A survey was conducted around the schools in Bulamagi sub-county and Canon-Ibula primary school was chosen for this study. Because in this school, the policy is being implemented. Teachers and pupils of primary one were randomly selected to take part in the study. Interview guides were administered to the pupils and teachers selected. The information obtained was analysed by qualitative method. The findings revealed that majority of pupils at this level can not read, write and spell words in lusoga. An implication that teaching in local language has not created positive impact as expected by the government.
