CHAPTER ONE

1.1   INTRODUCTION

1.2    The federal Road Safely Commission keeps data and information of some kind. In this regard, the whole Jot of booking and recording of road traffic offenders', and other road safety management information systems are being stored and proc1.:sscd in some form. Frank, M. Lin (1996) gave the definition of an information system as " (is) a set of interrelated components that collect, process, store, and distribute information to support the operation of an organization". Information systems include both technology and people. In most information systems individuals play a significant role. (An tor the most part it is easier to design and maintain the technological components than it is for the people. ll is against these backgrounds that we engage in this noble research. 1.2 PROBLEM DEFINITION Before we propose a solution, we must invest time and resources in understanding the problems and the customer's needs. We draw on our own knowledge to deliver a total solution. The Main Goal identified in road safety is to ensure a decrease in road accidents, as well as reduce road traffic offences. Recent data indicates that the threat to road safety and offences are on the increase. This is true with how these data are recorded by the Federal Road Safety Commission. The Federal Road Safety Commission carries out its road traffic offenders' recording and processing manually on papers and stores it in physical files cabinet or shelves.
