ABSTRACT This study was to establish whether MDLG had in place a budgetary process and its role on service delivery. The study was evoked on the fact that LGs have a lot of financial and nonfinancial resources at their disposal, yet some of them are performing poorly. As a result, citizens have feelings that service delivery is weak in all the priority areas. Hence, they are outraged by accessibility to service and the time required to obtain critical services. This study is based on one to four research questions 1. What role does the budgetary process play on service delivery in LGs? 2. What are the indicators to determine the effective service delivery in LGs? 3. What are the constraints that affect the service delivery in structured questionnaires, focused interviews, and interviews shall be used to collect the data from sample represented by the top management, HODs and their subordinates for the four iriority areas of the study. 'Finally, findings from the research shall indicate that, MDLG has a proper budgetary process in ,lace that resulted into effective service delivery to its areas of jurisdiction. However, there shall, a few areas of weakness within the local council and outside their scope that must be dealt with, s recommended in the fifth chapter to perfect effective service delivery.
