This study is aimed at looking into the factors affecting the implementation of Universal Basic Education in the Federal Capital Territory (FCT).   The study also aims to develop on resources inputs in the Basic Education and the process of converting the inputs to outputs for efficiency and effectiveness.   However, in carrying out this study a survey research design is going to be use using probability sampling a total of five schools will be used in the Federal Capital Territory Abuja as sample size.  Two sets of questionnaires will be design, one for UBE Administrators and the other for the Teachers for gathering data.  Simple percentage will be used in analyzing data.  The study contains the historical background of Universal Basic Education Programme.
