FACTORS THAT AFFECT HUMAN RESOURCE DEVELOPMENT AND STAFF TRAINING IN THE CIVIL SERVICE, EDO STATE

ABSTRACT

The study investigates into the factors that influence human resources development and staff training in the civil service, Edo State. In carrying out the study, some research questions were postulated. Some of which were; (1) are the human resource development emphasized at the study area? (2) what are the roles of the civil service in staff training? (3) What are the responses of the respondents to human development at the study area? The research instrument used included questionnaire and oral interview. A total of sixty (60) respondents was used. The simple tabulation percentage method was used for the data analysis. In conclusion, some recommendations were proffered to alleviate the identified problems at the study area.

INTRODUCTION

  1. BACKGROUND TO THE STUDY

Human resource development is the process of improving knowledge, skills and capabilities of country manpower. In the field of economic terms, it would be described as the sum total of human capital and it effectiveness in the development of the economy. The kind of research, human resource development it also known as human capital investment, a case study of staff training centre, Benin City, shall be examined. It is my obligation to suggest solution on how human resources development could utilize. Resource could be achieved for the welfare, in this research is to introduce you to the processes of resources management and development in the institution. It is my hope that at the end of the research work, your mind would have being for the various development.    

  1. STATEMENT OF THE PROBLEM

In any human endeavour, there are bound to be some crises in the approach way of achieving the desired goals. Human research development is not an exception to this general rule. Hence, this research is designed to find out the various factors that militate against the effectiveness in human resources development in this institution (Staff Training Centre, Benin City).

  1. OBJECTIVE OF THE STUDY

The objectives of the study are;

  1. To explain the concept “human resource development
  2. To identify the needs of man and the rule of education in meeting his needs.
  3. To discuss the human resources management in staff training centre, Benin City.
  4. To suggest the attitude needed for human development.
  5. To identify the relationship between skills, attitudes and values.
  6. RESEARCH QUESTIONS
  7. Do experience teachers in the use of human resources perform better than others?
  8. Does the interest of a child (learner) in the learning of secretarial studies depend largely on the teacher?
  9. Do methods of presentation of materials resources used in the process of teaching secretarial studies by teacher leads to lack of interest in the lesson by learners?
  10. What are the course that help students develop skills in the course of their studies.
  11. Do staff working experiences with training centre help student understanding?
  12. SIGNIFICANCE OF THE STUDY

The research work will be very viral and valuable to the field of education in studies, teacher curriculum planners and research, the study will identify some factors such as lack of skill, attitude and values etc identify and state what steps you take in developing positive attitude and values in students and staff. It will also identify the relationship between education, skills, attitude and values.

The study will also give some suggestions which will help facilitate the effective teaching of secretarial studies and other related subject in school. It will also provide a base for further research into the sphere of research development.  

  1. SCOPE OF THE STUDY

The scope of this work is to examine how best human resources can be used in the rectification of associated problem so as to enhance quality education in Ovia South West Local Government Area of Edo State. This research is designed for student staff training  centre in Ovia South West Local Government Area of Edo State.

However, these will help to enhance their knowledge to learners in training centre.

DEFINITION OF TERMS

Human: Having the same feeling and emotion as most ordinary people.

Resource: A supply of something that a country an organization or a person has and can use, especially to increase their wealth.

Development: The gradual growth of something so that nit become more advanced, stronger. Etc

Education: A process of teaching, training and learning, especially in schools or colleges to improve knowledge and develop skills.

Values: How much something is worth in money or other goods for which it can be exchanged the quality of been useful or important.

Attitude: The way that you think and feel about something or somebody, the way that you behave towards somebody or something that shows how you think and feel.

Skill: The ability to do something well.
