CHAPTER ONE

BACKGROUND OF THE STUDY
The major issue here is the effect of training and development on workers productivity as it relates to Ministry of Works Umuahia Abia State.
According to Ejiofor (1988:121) the most important resources used in an organization to the human resources. Most often organization find out that no matter how well trained and developed their recent employees are, there is need for changes in their task and general environment as well as in the needs of the employees. In most cases, the employees seek for the opportunity of training and developing themselves. Employees training and development plan are subsequently organized and implement the activities that will develop workers and increase productivity. Organization development is a reflection of employee’s efficiency.
How committed and efficiency staff is in the handling of his duties is determined by his knowledge, skills and attitudes towards his job. Hence, training and development are effective measures through which new knowledge, skills and goal human relation could be achieved. This research work is aimed at finding out the impact of training and development on workers performance and productivity with particular reference to Ministry of works. In summary therefore, training and workers development are factors that influence productivity, effectiveness and performance in organization and establishment.
 STATEMENT OF PROBLEMS
A look at government establishment such as ministry of workers, shows obviously that various problems exist. This problem may arise as a result of the size of ministry, the structure and process of natural development is a multidimensional phenomenon which involves economic and social dynamics.
The organizational problem are aspect of the economic process of societal development such problems can exist where there is discrepancy between expected result and achieved result. Many organizations embark on training and development of their staff and this make them encounter some problems such as:
Lack of adequate planning on the part of the management concerning adequate manpower for a particular job.
The problem of insufficient fund in sponsoring some training and development programmes for all levels of staff in the organization.
Lack of training and development centers for their workers.
Poor attitude or negative attitude of workers training and development programmes.
 OBJECTIVES OF THE STUDY
To determine the effect of training and development on workers productivity and performance.
To ascertain the factors that hinder effective and efficient training and development exercise.
To determine the steps to effective training and development.
To determine the relationship between training and development.
To know the extent negative attitude of trainees affected training and development effort on cost and productivity.
 RESEARCH QUESTIONS
This research work seek to answer the following researcher questions:
What are the effect of training and development on workers productivity and performance?
What are the factors that hinder effective and efficient training and development exercise?
What are the steps to effective training and development?
What is the relationship between training and development and productivity?
To what extent have negative attitudes of trainees have affected training and development effort on cost and productivity?
SIGNIFICANCE OF THE STUDY
The findings of the study will aid the nations industrial and socio-economic policy makers to design potentially viable and implementable policies in training and development programme for workers in the country.
The work will also take a national view of the training and development needs of Nigeria workers in terms of their skills, attitudes, self-competent, efficiency, high quality production, reduction in labour turnover, industrial accidents, wastages and quality levels.
The study will also add to the stock of existing knowledge on training and development of workers in Abia State.
LIMITATION OF THE STUDY
This work is taking a single organizational outlook,  the ministry of works Abia State, the research restricts itself to examining and development on workers productivity.
As a result of inadequate information couple with time and financial constraint, the research was not an easy one.
Most of the respondents had the impression that supplying information about the ministry would do revealing secret and hence refused to give out useful information.
Furthermore, the high cost of living prevalent in the country as a result of the global economic crisis coupled with scarcity and high cost of petroleum which resulted to high transport pares posited its own problem.
SCOPE OF THE STUDY
The research on the effect of training and development on workers productivity was focused essentially on establishing the type of training scheme available to entries in ministry work of Abia State and how the development programmes affects their level of productivity.
DEFINITION OF TERMS
TRAINING: This refers to the various programmes that may be offered to employees and managers to help them develop their capabilities and to progress in their works.
DEVELOPMENT: The process by which an employee systematically transfers from one schedule to another in a deliberate effort to situations and acquisition of different experience.
PLANNING: Is featurerstic, planning entails hardwork, for it involves the ability to think, analyze and reach decisions.
MAPOWER: This refers to the totality of energies skills, attitudes and knowledge available in an organization.
HUMAN RESOURCES: It involves all management decisions and practices that directly affect or influence the people who work for the organization.
SKILL: The ability to do something expertly.
