GOOD GOVERNANCE AND SERVICE DELIVERY IN NIGERIA: A MEASUREMENT OF THE HEALTH SECTOR ABSTRACT
Good governance and service delivery as essential for the economic and
social development of Nigeria. The government can improve its service
delivery to the masses if there is good governance; which ensures
transparency, probity and accountability, in the conduct of public
affairs by public office holders. This study is informed by the need to
investigate the level of government’s service delivery, though good
governance to the citizens of Nigeria. To carry out this study, a
survey was conducted using questionnaire to collect the necessary data,
which were statistically and analytically manipulated. The result of the
study was based on the analysis of data collected. The concept of good governance is highly sought after phenomenon in
developing countries, including Nigeria because of the benefits
associated with it. Good governance is central to the social, economic
and political development of any nations. It promotes the rule of law,
transparency and accountability in the conduct of public affairs and
facilitates the process of a country’s quest to better the life of its
citizenry and improve their general wellbeing. However, the term
good governance does not apply to other corporate bodies in private
sector. Good governance as a term which refers to the manner in which
public institutions conduct public affairs and manage public resources,
emerged to serve as a model to compare ineffective economies of
political bodies. Good governance centers on the responsibility of
governmental bodies to meet the needs of the masses rather than that of a
select groups in the society. Good governance therefore, promotes
service delivery to the citizenry of a country. Service delivery by
government and governing bodies can be made effective and efficient
through proper deployment of the amiable resources to the various
sectors of the economy to impact on the masses who are expected to be
the beneficiary of government service delivery system. The many areas of
service delivery includes; health care, education, water supply,
electricity, transport and communication, agriculture, housing among
other social infrastructure. The health sector in particular, is
very vital to the well being of the masses in that it promotes their
health and impact directly on the lives. Healthcare service delivery
is an aspect of service delivery that is particularly affected by good
governance and it has been a serious issue in Nigeria and many other
developing countries. The health sector in Nigeria has witnessed a
number of policies and programmers put in place by the government at
various levels, but the impacts of these health policies and programmers
are still low, especially on the poor segment of the population. This
low impact is as a result of lack of proper implementation of the
policies and programme which is in turn caused by lack of good
governance in the country. Therefore good governance and healthcare
service delivery has some relationship in general; however this study is
geared towards investigating how good governance and effective
healthcare service has impacted positively on the lives of Nigerian
since the 1999 democratic dispensation. 1.2 Statement of Research Problem
The health sector of the country has been given a lot of emphasis by
various governmental regimes, but the desire goals and objective of the
health sector have not been achieved. The health sector has been
confronted with several problems ranging from poor finding, lack of
healthcare infrastructure, lack of manpower among others. These problems
of the health sector are due to lack of good governance in Nigeria
since the country gained its independent in 19 60. However with the
enthronement of the new democratic dispensation since 1999, there have
been some improvement in the health sector of the country even though
the much desired state has not been attained in the country’s health
sector. It is therefore necessary to determine the extent of the impact
of healthcare service delivery through good governance on the lives of
Nigerians since the 1999 democratic dispensation. Against this backdrop, this research seeks to provide answers to the following research questions. What is good governance? What are the benefits of good governance? Is there good governance in Nigeria since 1999? What is the state of Nigerian health sector since 1999? What are the problems of Nigeria health sector? Is there any relationship between good governance and healthcare service delivery in Nigeria? Has the healthcare service delivery system impacted positively in the lives of Nigerians through good governance since 1999? How can good governance be entrenched in Nigeria? 1.3 Objectives of the Study The major objectives of this study include the following; To determine whether good governance is beneficial To know if there is good governance in Nigeria since 1999. To determine the state of the Nigeria health sector, To determine the problems facing the health sector in Nigeria To ascertain the relationship between healthcare delivery service and good governance in Nigeria. To
determine whether the healthcare service delivery system has impacted
positively on the lives of Nigerians through good governance since 1999
and To determine how good governance can be entrenched in Nigeria. 1.4 Significance of the Study The significance of this study includes the following: It will provide information about the state of health sector and good governance in Nigeria. It will helps to know the impact of healthcare service delivery through good governance on the lives of Nigerian since 1999 and It can serve as a basis for further research in good governance and service delivery in Nigeria. 1.5 Scope of the Study
This study is focused on good governance and service delivery in
Nigeria with particular reference to the health sector. The study also
covers Edo State of Nigeria as the population of study. A sample of
fifty (50) respondents is drawn from the population of study for detail
investigation. 1.6 Limitations of the Study To undertake
an investigate of this nature is associated with some constraints,
especially challenges in the aspect of review of relevant literature and
collection of primary data. This study has the following limitations. The time for the study is short; The inadequacy of secondary data; The difficulty in the collection of primary data required for the study, and The unwillingness of some respondents to provide appropriate responses to question posed to them.
